Reporting to the Senior Manager: Strategic Planning, the incumbent will be required to provide a high quality strategic, analytics, and shared administrative support service to the Division / Cluster to strengthen Municipal Intelligence, communication and Monitoring and Evaluation. THE CANDIDATE PROFILE

■ Strategy & Business Process Analyses: Ensure the operationalisation of the SALGA Strategy through integrated annual Business Plans between SALGA National and its Provincial Offices. Ensure simple, measurable and accurate formulation of KPIs and targets in annual business plans. Quality assure annual Operational Plans and ensure alignment to annual Business Plans and budget framework.
■ Reporting: Ensure reporting integrity on a quarterly basis – through data verification and validation, and quality assurance of reports Continuous engagement with directorates to provide ongoing capacity and guidance in the development of Business and Operational Plans, quarterly reports and the collation of evidence in terms of audit and policy requirements.
■Monitoring and Evaluation: Facilitate and interface with Auditor-General staff during annual Performance Audit. Monitor and ensure compliance with the recommendations of Audit reports. Monitor and ensure compliance with Strategic and Business Planning Policy, procedures and requirements. Facilitate workshops on business planning processes for Provinces and Clusters.
■ Reporting: Create quantitative models reporting schedule and cost trends across the data center space, automate data collection, develop and maintain analytical models, and generate reports and dashboards that measure the performance.
■ Stakeholder Management: To foster participatory planning, monitoring and performance reporting by creating awareness amongst primary stakeholders.
■ A Bachelor’s Degree or NQF 7 equivalent in Public Administration/ Management, Monitoring and Evaluation; Information Management, Project Management or other relevant academic qualification;
■ At least 6 years working experience within the broader public sector of which 3 years must be within the Strategy, Planning, Performance Monitoring and Evaluation;
■Previous experience in developing and implementing strategy is essential;
■ A valid code 08 drivers’ license and own vehicle;
■ Sound track record in managing complex stakeholder relationships and a well-developed lobbying and advocacy skillset;
■ Proven experience in remuneration;
■ Knowledge of research methodologies, data collection, analysis and reporting writing;
■ Knowledge of planning, performance monitoring frameworks, national outcomes, Financial Management of Parliaments and Provincial Legislatures Act (FAMPPLA) /Public Finance Management Act (PFMA); and
■ Knowledge of the development of the strategic plan, annual performance plan and operational plans
