Reporting to the Chief of Operations, this role would lead, direct and manage the monitoring & evaluation function through the development and implementation of processes, procedures, systems and tools to ensure the efficient and effective delivery of relevant and best-fit solutions and services to enable the achievement of strategic objectives. ■ Business Planning: participate in the development & implementation of the Cluster Strategy and Business Plan in line with the overall SALGA strategy such that the mandate of the function is achieved. Actively translate the cluster strategy and plan and cascade the targets into operational plans of the specific area of specialisation/ professional discipline and review and draft operational frameworks, policies and procedures to govern compliance with regards to the professional discipline that the incumbent is accountable for.
■ Financial and Budget Management: Prepare, control and monitor the annual and monthly budget of area of control so that expenditure is in line with SALGA’s financial requirements.
■ People Management: Lead, manage and equip staff in the area of responsibility so that they achieve their work objectives and work within an environment conducive to achieving required results and promote and implement the performance management and recognition and reward processes in SALGA to drive high performance on an ongoing basis.
■ Corporate Governance and Risk management: Ensure SALGA compliance with related Legislative Frameworks; Uphold sound corporate governance principles in the day-to-day operation of the province and ensure compliance with organisational policies and procedures.
■ Stakeholder Relations: Lead the building and maintenance of relevant stakeholder relationships/ partnerships in the area of responsibility/ professional discipline.
■ Monitoring, Evaluation & Reporting: Support the establishment of a Monitoring & Evaluation Framework and support the implementation of SALGA’s capability to measure impact on the sector. Ensure relevant and timely Monitoring & Evaluation information is provided in userfriendly formats to key stakeholders. Act as a focal point to organise and manage monitoring reviews, evaluations and after action reviews. Monitor and report on the consolidated progress of the APP and take necessary action to facilitate performance improvements where required.
■ A Post-Graduate (NQF Level 8) qualification in a relevant discipline. MBA will be advantageous;
■ Valid Code 08 driver’s licence and own vehicle;
■ At least 10 years’ relevant experience of which at least 5 years have been at an equivalent level within a medium to large sized Organisation;
■ Previous management experience in a multidisciplinary environment;
■ Proven experience in developing and implementing strategy;
■ Strong analytical ability towards opportunity identification; and
■ Decision making and sound judgement.
